Illinois law targeting e-bikes and similar devices set to take effect in July

(WIFR) - Several new laws are set to take effect in Illinois on July 1. One of them targets e-bikes, e-scooters and other small electric mobility devices.

Senate Bill 3484 creates regulations for high-powered e-bikes and other devices that can exceed 28 miles per hour and previously fell outside existing regulations.

State officials cite a rise in injuries and fatalities as a driving factor.

According to the Illinois Secretary of State, injuries and fatalities nationwide involving micromobility—or small electric mobility—devices surged 300% between 2019 and 2022.

Todd Henning, the owner of Rock Cut E-Bikes, says the new law won’t impact his operations. He adds regulations are needed.

“I believe that a lot of the trouble that has risen, kind of the thought on this is so many kids that are out there that are probably not ready to be riding bikes that are 30 miles an hour out on the street,” explained Henning. “So having some regulation and having some common sense rules, I don’t see it as a problem at all.”

Additional requirements, like title rules for faster e-bikes, are expected in 2027.
