Power has been restored to more than half the customers in Texas who lost it. But about 1.2 million are still in the dark. Officials in Beaumont, near the Louisiana line, lifted an evacuation order today that had been in effect since September 11th. In Galveston, there is a plan to start letting some 45,000 evacuees back to their hometown. But city officials warn residents they could face no power, limited sewer services and spotty water utilities.
