More rain fell in Chicago on top of yesterday's 6.6 inches. Work crews placed 30,000 sandbags along the Chicago River, which was 2 feet above its normal level today. Forty people in suburban Albany Park had to be evacuated by boat. Two million people are without power in Texas, Arkansas and Louisiana.
