A new report says Illinois students are scoring better on the ACT. The average composite score for the class of 2008 was 20.7 out of a possible 36. It's a two-tenths of a point jump from last year. And the highest score since the test became mandatory in 2002. A State Board of Education spokesperson says the gain is due to additional testing in the 9th and 10th grades.
