Woods was coming off a round of 63, which ties for the lowest round ever in a major.
Woody Austin is in third place, four shots behind Austin. John Senden is five back with Ernie Els six off the pace.
The top five golfers all shot 69 in their third round. They are the only golfers under par for the final major of the season.
