A local man has been arrested more than 60 times over the course of his life..and he's just 60 years old.
Robert Barr has never been violent and he's never hurt anyone..but he has been in and out of the justice system since 1980. Court records suggest he has a drug and alcohol problem that he's never been able to overcome.
Barr was most recently arrested in May in four separate cases, robbing an elderly woman at an ATM and breaking into cars and homes.
In his last crime spree he was caught in the act by a neighbor after he broke into a home and tried to steal a flat screen television. The neighbor says he had no idea about Barr's criminal history, but he felt bad for him because he seemed to be resigned to a life of crime.
Winnebago County has no integrated re-entry program designed to help former inmates readjust to life outside of prison. The Winnebago County Resource Intervention Center mainly helps people on probation, not parole.
Police say the majority of the people they arrest have been in trouble for the same crimes before.
Barr was not available for comment because the Winnebago County Jail does not allow the media to speak with inmates pending trial. According to court records, he was sentenced to 8 years in prison in 2008, but was released early. He's considered a non-violent offender.
