Record IL Lottery Sales and Profits in Fiscal Year 2013

SPRINGFIELD -- The Illinois Lottery generated sales of $2.8 billion in Fiscal Year 2013, (FY13) and contributed a record $793.5 million to Lottery-supported causes, including $655.6 million to K-12 schools, $135 million to capital projects and job creation, and $2.92 million to four “specialty-game” causes funded by unique instant games: Illinois Veterans, the fight against breast cancer, MS research, and assistance for people living with HIV-AIDs.

“Fiscal Year 2013 was a good year for the Lottery and the causes it supports,” said Lottery Superintendent Michael Jones. “Overall, sales grew about 6 percent, while contributions to good causes reached new heights in most categories. Perhaps the best news of the year, from a growth perspective, is the public’s and Lottery industry’s positive reaction to ongoing rebranding efforts designed to make the Lottery more relevant to all Illinois adults. From a business and good public policy perspective the best way to realize the Private Manager’s profit goals is to become a lottery with broad popular support.”

The largest increase in FY13 Lottery sales was for Powerball, which saw sales grow 61 percent over the previous year to $236 million. Jones said the increase in Powerball can be attributed to large jackpots, including the record $590.5 million prize that grew over a 7-week period and was won on May 18, 2013.

Powerball sales were further bolstered on November 30, 2012, when internet sales of Powerball were introduced in Illinois. Although total FY13 internet sales for Lotto, Mega Millions and Powerball were a modest $6.5 million, Jones said the potential to grow internet sales has not been fully realized, but he was encouraged by efforts of the Lottery’s private manager, Northstar Lottery Group, to make the internet sales portal ( more intuitive and user-friendly.

FY13 Lottery Sales by Game (with percentage increases or decreases from the previous year) follow:

Instant games: $1.768 billon (up 8.2 percent)
Pick 3: $261.43 million (down 6.1 percent)
Pick 4: $198.73 million (up 2.36 percent)
MY3: $8.12 million (new game in FY13)
Lotto and EZ Match: $113.50 million (up 4.09 percent)
Lucky Day Lotto: $117.78 million (down 5.9 percent)
Powerball: $236.36 million (up 61.1 percent)
Mega Millions: $108.39 million (down 42.1 percent)
Raffle: $26.6 million (up 166 percent, due to three raffle games being offered in FY13 vs one Raffle game in FY12)

Highlights from FY13 include:

• The Lottery successfully transitioned from being part of the Department of Revenue to its own separate agency
• The Hall Tracking report indicating the success of the Lottery’s rebranding campaign
• The introduction of innovative new games like 20X20, Birthday Surprise and The Good Life family of games
• ‘Socks,’ one of the Lottery’s rebranding commercials created by Downtown Partners/Critical Mass, a local agency, being named one of Chicago’s ten best television ads of all time
• ‘Jeans’ another Lottery rebranding commercial from Downtown Partners/Critical Mass being recognized by the Lottery industry as one of the best ads of the year
• Winning two Batchy Awards, presented for best advertising by the North American Association of State and Provincial Lotteries
• The Lottery’s multi-cultural agency, commonground, winning Ad Age’s Small Advertising Agency of the Year
• Commonground being asked to be a part of ‘The Pitch,’ a national advertising reality television show
• A cover story article in a major trade publication highlighting the Lottery’s innovative instant ticket designs
• An unqualified (meaning no unresolvable problems) audit in its first year of operating as a separate agency within state government
