WINNEBAGO (WIFR) -- Contract negotiations continue to stall between Winnebago school teachers and the district.

The Winnebago Education Association voted down a second proposal from administration. Earlier this week, Union reps say they're now waiting to see what the district does next. The school board will meet Monday night, where they could decide their next move. Teachers have been working without a new contract for months.
