CHICAGO (AP) -- State Rep. Jack Franks says a hearing in Chicago on how Illinois provides tax breaks will be the first of several that may lead to a change in the way the state does business.

The House State Government Administration and Revenue and Finance committees are scheduled to meet Friday on tax incentives.

Illinois provides tax breaks through its EDGE program, but also cuts deals for other perks on occasion with companies that don't pay enough taxes to get credits.

Tax breaks and other perks have drawn fire from Franks and others in recent years. Influential House Speaker Mike Madigan recently added his voice to those saying the state needs to consider changes.

Franks hopes to complete the hearings by May and start working on legislation.
