Graduation Rate Plan Nothing New
Governor Pat Quinn uses some old ideas in his most recent State of the State speech.

SPRINGFIELD, Ill. (AP) -- Some residents say Illinois Governor Pat Quinn's State of the State address may have been misleading for viewers.
Quinn presented what he called the 2012 Illinois Jobs Agenda in the speech earlier in the week. The governor laid out a goal of having at least 60% of adults getting college degrees by 2025. Some argue, that plan is nothing new. A 2007 law created a council to study graduation rate, and that committee set the goal of reaching 60% by 2025. The information comes as the Associated Press takes a closer look at the governor's speech.
