Spokeswoman Cheryle Jackson says those members won't be appointed until the governor finds qualified people without ties to gambling or other conflicts of interest.

Recent resignations have left the remaining board members trying to figure out how to proceed when they can't even officially meet because the board lacks the necessary three-member quorum.

Board member William Dugan calls it the "most messed up state agency operation running."

The two remaining board members grappled Wednesday morning with how to proceed without legal counsel in a lawsuit filed by the attorney general related to a proposed casino for Rosemont.
