Groups Question Plan to Fund Tollway Improvements

Several public interest groups are questioning a plan to fund a $5.3 billion overhaul of Illinois' tollway system by increasing tolls. The groups include the Lake County Conservation Alliance and the Citizen Advocacy Center in Elmhurst.

Members also question whether the Illinois State Toll Highway Authority is trying to rush the approval process for Gov. Rod Blagojevich's plan.

The proposal calls for truckers and drivers who don't have an electronic I-PASS to pay a higher toll. The profits would fund long-term borrowing that would allow the entire tollway system to be resurfaced and 117 miles to be widened.

Tollway spokeswoman Joelle McGinnis said Tuesday that the financing plan is realistic.
