Gov. Rod Blagojevich says he would consider expanding gambling in Illinois to bring in new revenue for the state budget, but Blagojevich told the Chicago Tribune editorial board that lawmakers would have to agree to necessary budget cuts before he would consider an expansion proposal.

He added that any new casinos would have to boost an economically depressed area and not "fundamentally alter the landscape of the state."

The governor also says he's close to filling a vacancy on the Illinois Gaming Board and naming replacements for board Chairman Elzie Higginbottom and board member Violet Clark.

Both are still serving on the board, although their terms ended June 30.
