The Tribune made the request Aug. 5 for inspection records concerning the facade of City Hall and the Cook County building, which share the same structure.
Wrigley Field and the Chicago Cubs are owned by the Tribune Company, which also owns the Chicago Tribune.
Tribune managing editor James O'Shea said in a statement that the information request was routine.
Chunks of concrete have fallen from Wrigley Field's upper deck on at least three occasions since June. The team has installed nets to protect fans from the debris.
