March is when Illinois primaries typically were held. But lawmakers moved it up to February so the state could help President Barack Obama's election bid in 2008.
This year's Feb. 2 primary came just weeks after the holidays when few people pay attention to politics.
Quinn says giving voters more time to decide on candidates and issues will increase voter turnout and citizen involvement in the electoral process.
