The proposal would affect the Chequamegon and Nicolet forests in Wisconsin.

The proposal lifts a national rule that closes remote areas of national forests to logging. The Bush administration said states should decide whether to keep a ban on road-building in those areas.

Opponents say the change would lead to the biggest timber industry giveaway in history.

Gov. Doyle spokesman Dan Leistikow said the state is still reviewing details of the policy.
