Democrats agreed to let Blagojevich name all the members of the State Board of Education and replace them at will. He originally wanted to replace the board with a Department of Education answerable to him.
Some lawmakers and educators fear a governor could cause chaos by constantly shifting board members and education policy.
But Democratic Senator Rickey Hendon of Chicago says appointments will need Senate consent. The Executive Appointments Committee chairman says he's also counting on Blagojevich to accept nominees that the Senate suggests.
There's been no agreement by the House on the plan.
