The city of Rockford is looking at how to better regulate graffiti. In order to regulate the sales of liquid etching, which is a permanent form of graffiti, the city is asking the state for control.
Rockford does not have home rule. So that means that the city council is asking for local control of the graffiti issue. They are now asking the permission of the state to regulate the sales of liquid etching. Other cities have regulated spray paint. But liquid etching is a more severe form of graffiti and can cost taxpayers and the city more money.
Most likely the state legislature won't look at this issue until next spring. For now, residents are asked to be on the lookout this summer. One recommendation is to keep your porch light on.
