GOVERNOR BLAGOJEVICH HAS BIG PLANS FOR THE ILLINOIS STATE BUDGET. WEDNESDAY'S SPEECH REVOLVED AROUND BIG TAXES AND BIG SPENDING. BUT NOT EVERYONE IS CONVINCED...ROBERT TROJAN OWNS ROCKFORD LINEAR. HE SAYS THE GOVERNOR'S PROPOSED GROSS RECEIPT TAX WILL HARM LOCAL COMPANIES...INCLUDING HIS OWN. "It's setting the state up for real financial disaster."

HE'S NOT THE ONLY ONE...SEVERAL OTHER LOCAL BUSINESS OWNERS GATHERED THURSDAY AFTERNOON TO SHARE THEIR CONCERNS ABOUT BLAGOJEVICH'S PLAN. SKIP TROTTER OWNS TROTTER MACHINES INCORPORATED. BETWEEN BUYING MATERIALS AND OUTSOURCING SERVICES, HE SAYS A GROSS TAX RECEIPT WILL INCREASE HIS COSTS ACROSS THE BOARD. "Put a 1 percent on top of this, then it comes back, another 1 percent, and it just keeps pyramiding up, and then I'm not competetive."

BUSINESS OWNERS SAY THE TAX WILL TAKE MONEY OUR OF EVERYONE'S POCKETS. "Who knows, like Skip was alluding to, how many times that product or service has been taxed before it gets to you, the end consumer."

ALSO A THREAT IS A LOSS OF JOBS. BOTH TROTTER AND KITZMAN ADMIT THAT IF THEIR COSTS INCREASE DUE TO A GROSS RECEIPT TAX, THEY'LL BE FORCED TO CUT BACK, AND THAT COULD TRANSLATE INTO LOST JOBS FOR THEIR EMPLOYEES.
