House Votes to Let Governor Split State Budget

The Illinois House has given Gov. Rod Blagojevich permission to delay presenting part of the state budget.

Blagojevich wants to split the budget into two parts, normal expenses and construction costs. He would discuss operating expenses next week in his annual budget address. Then a month later, he would present his plans to borrow money for buildings and other capital projects.

The House approved the idea 63 to 44 Monday, now it goes to the Senate. The governor's supporters say dividing the budget will help people understand where their money goes and focus new attention on capital costs.

Critics say it will leave little time for people and lawmakers to review the full budget before the legislative session ends in May.
