Ask Wisconsin residents what they had the most complaints about in 2003, they'll say telemarketers.
According to the state's Consumer Protection Department, more than 5200 complaints were filed about 'no call' violations.
The 'no call' law took effect last January. It created a list for consumers to join if they don't want to be called by telemarketers.
