A favorable court ruling has re-started the government's Do-No-Call list to block telemarketing calls.
The list had been frozen by a Federal judge, who said it violated free speech for telemarketers, but an appeals court ruling Tuesday allows the registration process to move forward.
More than 52 million phone numbers are now on the list.
