In the midst of a possible union strike, Winnebago county board members approve a $173 budget.
AFSCME Local 473 union members took to the picket line in one last-ditch effort to convince county board members to include a pay raise in their budget.
But no money would be set aside.
Instead county fees will be raised and some county offices will scale back hours. And, the board will lend $2.3 million of the public safety fund to 8 county departments.
The board also allocated money to extend Perryville road north into Machesney Park. Board members also say they can still included pay raises for county workers.
Meanwhile, negotiations continue and many board members say they're confident an agreement will be made.
