The Chicago Tribune is reporting the states budget shortfall could still surpass more than $1 billion dollars.
The Blagojevich administration estimates the state's budget shortfall could still be between $1.5 billion and $2 billion.
Budget chief John Filan says the problem is something that happened over many years and isn't something that turns around in just a few months.
