Secretary Donald Rumsfeld and Joint Chiefs of Staff chairman laid a commemorative wreath at Arlington National Cemetery's 9/11 memorial.
Rumsfeld said the memorial not only recognizes those who died in the attacks two years ago, but those now fighting for peace in Afghanistan and Iraq as well.
