Federal prosecutors say former state Sen. Arthur Swanson knew Ryan had picked Grayville as the site for a maximum-security prison before he got a $50,000 job to lobby for the town.
The 77-year-old is charged with seven counts of perjury.
Fifty-eight people have already been convicted as a result of the Operation Safe Road investigation. Ryan has not been charged.
