Governor OKs Construction Budget But Says He Won't Spend It All

Blagojevich Friday signed most of the state's construction budget.

That includes about $200 million for new prisons that he opposes.

The governor's office says he won't build the prisons and instead will use some of the money for economic development projects.

The budget also includes about $900 million for projects requested by state lawmakers.

Blagojevich says he will spend only half of that.
