U.S. Senator Dick Durbin says Bush's spending proposal for the "no child left behind" law is $8 billion less than Congress authorized.

The Illinois Democrat says it will be difficult for schools to meet the law's tough accountability measures without more money, but the bush administration is firing back saying the president has dramatically increased classroom spending, and schools will have enough in the budget year that begins in October.

Educators at 576 Illinois schools learned this month that they must offer their students the chance to move to a different school under the law because their academic showing is so poor.
