School Officials Fear Chaos Because of Choice Program

The program allows students who attend schools that perform below tough new federal standards to transfer to better performing schools.

According to Michael Scott, 250,000 students could be vying for one of five-thousand openings at high-performing schools.

Tentative data released yesterday shows that 368 schools, or 61 percent of all Chicago public school, could have to offer transfers to 54 higher-performing schools.

But despite Scott's concerns, Chicago schools CEO Arne Duncan says he doubts many of the students eligible for transfer would switch schools.
