Cities, school districts and other local government bodies must grant leaves of absence to employees called to military duty for as long as the person serves.

Blagojevich says about 4,000 Illinois residents are on active military duty.

The person on leave does not lose seniority and other benefits continue.

The law takes effect immediately. It already applies to state employees.
