At least 13 people have died in the fires, 11 in the San Diego area.
The San Diego county sheriff says many of them apparently ignored evacuation orders. They were killed trying to escape.
More than 900 homes have gone up in flames. Another 30,000 remain in danger, but the winds that have been driving the fire appear to be letting up.
The Los Angeles fire chief says that means firefighters can go on the attack for the first time in days.
