Budget Forecast

SPRINGFIELD, Ill. (AP) -- Illinois state Comptroller Dan Hynes has some bleak news about the state's budget.

The Democrat said today that paying into state employee retirement funds and for health care for the poor will eat up virtually all the new money Illinois will take in over the next three years -- about one billion dollars more per year.

A spokeswoman says Governor Rod Blagojevich is the one who brought the problems under control. Becky Carroll says the Democratic governor will continue to cut costs and find new revenue without raising taxes.

Blagojevich's Republican challenger in the November election -- Treasurer Judy Baar Topinka plans to cut waste from Medicaid and other programs to cut billions of dollars from the budget.
