New Census Bureau figures show only eight other states fared better in terms of its poor population.

Half of the top ten poorest cities are from the Midwest, including Milwaukee where one in four people are living in poverty.

Cleveland was worst with 32 percent of its population living poorly.

Census analyst Kenneth Bryson earned his doctorate in demography at U-W Madison. Bryson says the Rust Belt cities are going through difficult economic times.

Milwaukee Mayor Tom Barrett says a continued focus on education and jobs will help reduce poverty in Wisconsin's largest city.
