"I'm going to push it. I'm not stopping. It better not take longer than two weeks," says Goral.
"I think you'll have something in the near future, but what's difficult and important to understand is that by itself that's not going to do what we need to get done," says Rockford Mayor Doug Scott.
Local leaders say their hands are somewhat tied because the state has the final say on these types of laws.
"We're limited, these fines are one of only a few things we can do, we need the state's help," says Scott.
Marco's mom supports any ordinance that might prevent this from happening again. But in the meantime, she's happy to have her son back home.
"He's a blessing and I feel good that he's home."
