Increases in tuition and fees were approved for new Illinois State University students. It will the fifth straight year of double digit increases.

Despite the increases, ISU President Al Bowman says the school remains modestly priced. ISU earned a spot the past two years as one of the 100 best values among public colleges and universities in a national list compiled by Kiplinger's Personal Finance magazine.

ISU trustees approved a 13.5 percent tuition and fee increase for new in-state students that will boost the average annual cost by about $920 a year. The rate will not change during their four years of school because of the state's guaranteed tuition law.

Bowman says the increase is needed because state funding for ISU has declined by more than $60 million since 2002.
