The National Hurricane Center says Tropical Storm Julio has formed in the Pacific Ocean and a tropical storm watch has been issued for the southern tip of Mexico's Baja Peninsula. At 2 p.m. Pacific on Saturday, Julio was located about 250 miles south-southeast from the tip of the peninsula and moving to the northwest about 12 miles per hour. Forecasters say the system has maximum sustained winds of 40 mph. The watch extends south from Santa Fe on the west coast of the peninsula to Buenavista on the east coast. A tropical storm watch means that tropical storm conditions are possible within 36 hours.
