Senators Dick Durbin and Barack Obama joined several other Democratic senators from farm states in lashing out at House Republicans and the Bush White House for failing to back the measure.
The one-point-six billion dollars was intended for states like Illinois that have suffered through a severe drought.
Based on November estimates, Illinois corn production is down 17 percent and soy beans are down 12 percent from last year.
House Republican negotiators turned down the measure over the weekend.
Durbin says he doesn't know how much Hastert was involved in the rejection.
