Blagojevich's office released an advisory about the bill signing without evening mentioning that it was the budget. Blagojevich refused to answer reporters' questions at two stops in central Illinois Friday.

The Democrat faced his third year of billion-dollar deficits. Stalemate over how to fill the gap last year led to a record overtime legislative session.

This time Blagojevich teamed with legislative Democrats to reduce payments to pension plans for educators and state employees by $2.3 billion the next two years.

Republicans claim the delayed pension payments will cost $13 in the future for every dollar borrowed Friday.
