The $444,000 review by a San Francisco firm follows two studies done by Corrections staff in the past two years and comes during a continuing state budget crisis when prison guards say state prisons are dangerously understaffed.

Corrections spokeswoman Dede Short says an independent review of prison operations is important to help the agency determine how it can operate more smoothly.

The union that represents most Corrections employees says more security guards should be hired. Corrections' headcount has plummeted 13 percent in the past three years and the General Assembly last week voted to slash the agency's budget by $88 million.
