The plan has gotten a boost from recent political and financial support.
Gov. Rod Blagojevich submitted a blueprint for a one-runway, five-gate airport last week. The proposed airfield is about 40 miles south of Chicago.
Congressman Jesse Jackson, Jr. has championed the airport plan for more than decade. He says it would create thousands of jobs in the south suburbs and help reduce delays at O'Hare International Airport.
But many experts question whether airlines or passengers would use a future airport in Peotone.
They say the struggles of small airports in Rockford and Gary, Indiana, have shown that it's difficult to attract passengers away from O'Hare and Midway airports.
