ROCKFORD (WIFR) -- It's graduation day for three participants of Winnebago County's Therapeutic Intervention Program. The specialized court program tries to help non-violent offenders who suffer from mental illnesses and often wind up in jail. Experts help target all of the reasons behind their repeated incarceration. The goal is to make sure participants can stabilize their lives and stay out of the court system for good. The program has a pretty impressive success rate.
