The Chicago City Council's Traffic Committee Monday approved the cell phone restriction.

The proposal calls for a $50 fine for drivers who use a handheld cell phone while driving. The fine would increase to $250 if a driver gets into an accident while talking on a handheld cell phone.

Alderman Burton Natarus, who first introduced the proposal about six years ago, says he believes drivers who use handheld phones cause safety risks and increase congestion on city streets.

Representatives from Verizon Wireless, Sprint and the Chicagoland Chamber of Commerce urged the committee not to approve the proposal.

The full City Council must still vote on the proposal.
