Rockford's capital development administrator outlined the nearly $9 million street referendum proposal.

The alderman approved the plan to be put on ballot back in January, highlighting the project is a reconstruction of Harrison Avenue from Mulford Road to the Ohio Parkway.

Also included is the repaving of Morsay Drive and intersection improvements at Ridge and Whitman Street. The referendum would cost homeowners about $14 a year on a $100,000 home, which city improvement leaders say is a worthy long-term investment.

"It's a critical element of our transportation program. It's a critical program for our neighborhoods and businesses. I would say that one of the nice things about this program is that we put the investment throughout the community. That is a real positive thing that people can actually see the result of their tax dollar," Jim Ryan said.
