Public Safety Threat

Thirty-two-year-old Kevin Earl Allen who escaped from a Winnebago County courtroom was apprehended early Friday morning. Police caught him in the Fairgrounds housing complex. Allen was appearing in court on a domestic battery charge when he was ordered to jail.

Thursday's escape was only one out of four in the past 10 years, but whenever there is an escape, administrators say they investigate and make sure it never happens again. Over the years, there have been several modifications to secure the courthouse. Only allowing access at one entrance during a security sweep is just one of the changes over the years.

A new modification could be installed. This would lock courtroom doors to prevent criminals from using their size and strength to run through doors, and break through deputies and bailiffs.

Administrators say what ultimately led to Thursday's escape administrators say is the element of surprise. Kevin Allen was facing a six-month prison sentence for aggravated battery. This is a charge that is considered common and low profile.
