The Illinois Environmental Council gives Gov. Rod Blagojevich a grade of "D plus" when it comes to air quality and a "D" in conservation and natural resources. On a positive note, the council gave Illinois a "B" on water issues.
The council is particularly unhappy with an Illinois Environmental Protection Agency report from September that didn't recommend a specific action to control pollution from fossil-fuel plants.
But Anne Rowan of the IEPA says the state is waiting for the federal government to create a national strategy to deal with pollution. She says that plan has been slow coming out of Washington.
