Study Gives States Grades on Performance

Academics drawn from across the country and journalists from Governing magazine authored the Government Performance Project.

Illinois gets a C+ overall. Its best grade was a B for money management. The state got a C+ in infrastructure management and information management. The lowest grade was a C for people management.

Wisconsin gets a B- overall. More specifically, the state got a B on people management, B- on money management, C in infrastructure management and B- on information management.

The report says the financial downturn of the last few years has left states with ailing tax systems, neglected infrastructure and aging work forces.

It says that many states struggle with basic flaws in their tax systems, bringing their governments too little money to pay for everything from roads to health care to schools.

Five states got As overall; Louisiana, Missouri, Utah, Virginia, and Washington. Only two states graded lower than a C. Hawaii and South Dakota got Ds.
