ROCKFORD (WIFR) -- Winnebago County leaders are trying to shine a light on the growing problem of domestic violence.

Dozens of people lit candles to pay tribute to domestic violence survivors and to mourn the lose of those who didn't make it. Judge Rosemary Collins says one-in-three women are abused. The ceremony was part of the Silhouette Project and Rockford Sexual Assault Counseling Clothesline Project's efforts to raise awareness about domestic violence.
