Gov. Doyle and his Illinois counterpart, Rod Blagojevich will outline the program at a news conference this afternoon.

They're starting this program despite federal laws banning prescription drug importation.

Under their plan, consumers will use a Web site or toll-free phone number to link them to a Canadian-run clearinghouse that would provide information on costs of about 100 of the most common brand-name drugs.

Consumers would then fax or mail in their refill prescriptions, which must pass a doctor's review before being filled by a network pharmacy.

Both states previously set up Web sites that link to Canadian pharmacies.
