Gov. Blagojevich Thursday appointed former Cook County Circuit Court Judge Donald O'Connell to preside over the renewed talks on one of the thorniest issues facing lawmakers recently.
Doctors say rising insurance costs are forcing them to cut back or close their practices, leaving patients without health care options.
Despite months of negotiations, they couldn't agree with trial lawyers on how best to lower the costs. Lawmakers left town in July without a resolution.
The governor says O'Connell is considered the leading mediator in Illinois and is confident his leadership will produce an agreement that helps doctors and patients.
