Barmore: One Year Later
It's been one year since the officer involved shooting death of Mark Anthony Barmore sent a wave of emotions through our community.

ROCKFORD (WIFR) -- Barmore was shot and killed inside Kingdom Authority Church near the church's pre-school.
Here’s a recap of the events that have taken place since that day.
August 2009- Days after the shooting Reverend Jesse Jackson visited Rockford for the first time after calls from the community said that the shooting was an act of racism.
October 2009- The family of Mark Barmore filed a lawsuit against the City of Rockford and against the two police officers. A week later Kingdom Authority filed a lawsuit against the police department with charges including negligence, intentional infliction of emotional distress and false imprisonment.
December 2009- The Illinois state police investigation ruled that the shooting was justified.
June 2010- An independent review revealed a series of mistakes but still recognized that the shooting was justified and later in the month Officer Oda Poole was suspended for 30 days and Officer North filed for disability.
Right now the department of justice is still reviewing the Barmore case. Spokesman Randall Samborn says because the case is still under review he is not able to comment.
Many feel the incident has racially divided our community. Several marches and rallies were held in protest of Officer Stan North and Oda Poole's actions.
In August 2009 the President of the Illinois chapter of the NAACP said he believed the fatal shooting was racially motivated.
Most of the people 23 News spoke with today say although they still feel Rockford is divided, they don't think Barmore's death separated the black and white community. Some say racism has been plaguing our area for decades.
"I just don't see us coming together.” said Cherry Valley resident Denise Cox.
“It has always been a type of racial divide and bad communication between the police department and African American community and it has to be an alliance to communication.” said Rockford resident, Deon Davenport.
“We all are the same just different colors and if we all came together things would be alright." said Rockford resident, Renee Bran.
A lot of people 23 news spoke with off camera say they didn't want to comment because they want to forget about what happened and others argue we need to talk about the shooting in order to move forward.
However some Rockford police officers are having a hard time moving forward. Rockford’s police union says since the shooting, some officers are scared to use their weapons in fear they will be scrutinized by the community.
"The officers are apprehensive about using any type of force even to the point of fault and we have been lucky that no-one has been hurt because of It." said Police Union President, Terry Peterson.
"When your an officer and you are licensed to carry a gun you are licensed to defend people in our community and defend property in our community and it is licensed to take a life and I think it's appropriate for everyone who has access to this power has the best training." said Rockford Mayor Larry Morrissey.
The Barmore shooting has prompted major changes to how police departments investigate officer-involved shootings. There is now a task force made up of 34 officers from departments in Winnebago County.
If a similar incident were to happen again the force would be called in to investigate and must hand their results to the Winnebago County State's Attorneys Office. The chairman is a captain from the Illinois State Police and Loves Park Police Chief Jim Puckett is the commander of the force.
"It's proven to work the integrity is there and the commitment by the officers is there and also the community the community has to take hold on this too but it has worked it has worked very well for our other communities. So why not give it a try for our county." said Puckett.
Officers on the task force cannot be involved in any investigations taking place in their own departments to prevent conflict of interest.
Meanwhile Kingdom Authority church leaders continue to demand a federal investigation and plan to hold another march for support of their cause.
Pastor Melvin Brown and other members of kingdom authority church in Rockford met yesterday in advance of today's one year since Barmore's death. Brown and his followers believe officers north and Poole should be fired as a result of an independent investigation done by a California firm.
"We're going to let them know, you're no longer our boss, we're your boss and if you don't make some decisions and do what's right we're going to vote people in that's looking to do the right thing" said Brown.
The planned march is also being done to raise awareness of immigration and job creation issues.
It will start at 11:00 a.m. Saturday, August 28 at Haskell Park.

Continue: This article suggest, according to the Independent review, that although the Policemen made a series of wrong judgments and or their wrong actions caused them to take Barmore’s life; the Policemen are justified in doing so, because, as noted by Mayor Morrissey, they have a license to do so. An objective conclusion is; Mark Anthony Barmore lost his life due to the wrong judgment and / or actions of Officer Oda Poole and officer North of the Rockford Police Department. It speaks of a Task Force made of 34 Officers to investigate other Officers involved in a shooting if a similar incident were to happen again. The article also reports that the June/2010 Independent review “revealed a series of mistakes but still recognized that the shooting was justified” According to Merriam-Webster’s Reference Library, a mistake is … 3: to make a wrong judgment of the character or the ability of…1: wrong judgment…2: a wrong action… The question is; should Mark Anthony Barmore’s life be used as a form of practice or litmus test for the accuracy of Police skills, or as a training gauge for the Rockford Police Department to develop their best practice.
